This gang of local men is smoothing part of a road with hoes. We never saw a grader or a bulldozer in Burma, though there probably are some in the cities and on big government projects. The roads we saw on our trek are used mainly by oxcarts and motorbikes and are in very bad condition for cars or trucks.
