This Buddha sits under the protection of Naga, the mythical multi-headed snake. One of the Buddha legends said that he was protected by Naga while meditating during a rainstorm. Sri Lankan Nagas had heads resembling Hooded Cobras, and this sculpture had only three snake heads. These were quite different from the Thai and Burmese Nagas we saw in those countries.
