"Shophouses" like this are common in old cities built by Chinese. The idea is to have a business on the street level and living quarters above. This design helps make a city interesting and alive both day and night. The western-style city where nobody lives downtown is empty and often dangerous at night, and requires massive additional expenditures of space, money and time just to shuttle people in and out.
