Generally King Neptune's first assistant, Davy Jones, summons Neptune from the deep (often with the aid of her Highness Amphitrite and other dignitaries). Here Davy Jones is using a conch horn that will have been around the world and crossed the equator 10 times when "Arctracer" gets back to Trinidad in 2013. The horn was made in the Bahamas by a friend who found the Queen Conch shell on the beach.
